As recent events in Iraq have shown, slapping something with a shoe appears to be a very grave insult. I assume he was doing it at the U.N. or somewhere...

Do you mean Nikita Kruschev? It was used to emphasize his point. He was a bit comical. He was a dangerous man but funny. Sort of like Dubya who is also dangerous but funny.

Frustration!
"We will bury you..." was part of the diatribe he used that day at the UN - his anger was directed at the United States.
I'm sure if he had had a hammer or something more appropriate, he would have used that, too.
