It's generally called a mount. It might have bearings to let the globe spin more freely. The angle is chosen to match the angle between the earth's axis and the plane of its orbit around the sun.

The official name for that particular piece of hardware is actually "The C-Clamp Thingy".

I'm not sure that it does, but I'd call it the "axis clamp" if I had to.

I think it is called 'gimbal', or 'cardan suspension'.
