Are straight and curly hair codominant traits?

This may sound like a stupid questions, but wavy hair seems to be a combination of the two although curly is dominant and straight is recessive. Is wavy hair just considered curly hair?

Straight and curly are usually considered to be incompletely dominant; wavy is the intermediate form of the trait.
