there's this guy at work whom I used to be friends with and now we don't talk since we had a conflict about him making sexual jokes. Anyway I apologized to him and emailed him suggesting that we make peace on Friday and today I sent him another emai asking if he got my first email. I know he opened it because the email system lets you know when the sender opens mail, but he never responded at all.

Because he doesn't want to get into trouble again. Work friendships are delicate things, it you don't have a thick skin about almost every topic this is what happens.
He knows he can't be himself around you, so it's better to not.

If you feel that you were right,.........dont' try to kiss his butt and make ammends. Stand up for what you believe. If you continue to pursue him, then it makes you sound like you didnt' believe in your opinion that the jokes were in bad taste.
