2 make ur eyes look a little bigger take some neutral eyeshadow and put it on ur eyelid and bring it around the inside of ur eye and under ur eye 2. wiggle ur mascara back and forth at the base.put the darkest eyeshadow in the crease of ur eyelid. oh and make sure u get off all ur mascara other wise the tips of ur eyelashes will break off. o and when appling blush put on the apples of ur cheaks and going up the side of ur face( between ur hairline and ur eyes) and try 2 define ur lips w/ur lipstick. Since you are still young you will want to keep your makeup very light. so im not gonna find anything on websites and copy and paste them on here. im just gonna tell you what i know.
i would say since you're 13 dont go too dramatic. because at 13 that can be a little overwhelming. not to mention a lot of make up causes gross acne.
eyes- since you have brown eyes i heard a little bit of silver or white eyeshadow makes your eye color pop [ i heard that on what not to wear] if you try this and dont like it. then i would say a light pink or cream color. start with more neutral colors and as you feel more daring try bolder colors to spice things up=] to make your eyes look bigger...only put eyeliner on the bottom eyelid on only half of the eyelid [the half furthest from your nose] [hope that made sense] also if you're gonna use mascara use a small mascara brush to get all of the little eyelashes to make your eyelashes look longer [and your eyes look bigger].
i think olive type skin would look good with pinks, greens, and browns. and for concealer and foundation. i like tru-match powder. just find the color that best matches your skin. you just kind of have to try different products for this one.
lips-dont over due it. lipstick really isnt all that popular in middle school. tinted lip gloss is more in style. for small lips try lip plumper. it gives your lips a nice little tingly feeling too =].
for bags under your eyes...take a cold spoon and press it under your eyes to sooth them. i heard it helps with the bags. then take some lighter concealer or foundation and put it on the bags to make them lighter. then finish by putting your regular cover up over them.

If your concealer tends to cake, apply eye cream first. STEP 2: Choose foundation that matches your skin tone exactly. Use powdered eyebrow shadow on brows instead of pencil, which can often look unnatural. Apply it with a hard, slanted brush. STEP 5: Choose three colors of eye shadow: light, medium and dark. Use the dark only to line your upper eyelid, in a fairly thin line along the upper lashes. Use the medium shade for the crease and the lightest shade for the area under the eyebrow. STEP 8: Smile to find the apples of your cheeks, and apply blush to the apples or below, whichever you prefer. If you have to blend in blush, it's too bright. STEP 9: Choose a lipstick color that's suited to your skin tone and that's perfect for your day look. You can mix colors and textures to suit your moods and your outfits (see Related eHows). STEP 10: Line lips after applying lipstick, not before. That way you won't end up with a dark circle of lip liner after your lipstick has worn off. Follow the steps in the order given, and remember to clean and moisturize your face before applying makeup.
Choose brighter or darker tones for a stronger look.
Clean makeup brushes by gently washing them in warm water and mild gel shampoo. Air-dry them overnight.
Don't skimp on makeup tools. High-quality tools make application easier and faster.
If you decide to curl your eyelashes, do this just before applying mascara'never after. Insert your eyelashes into the curler, squeeze just once, and hold for a few seconds.
Bacteria can grow in older cosmetics, which can lead to infections. Be on the safe side: Toss anything that's seems old, especially mascara, and avoid sharing products with others

My goodness, you are too young to wear any make up! Go natural until you are atleast 16.
If you must wear make up, go for tinted colored lipglosss. Never anything to heavy or dark on the eyes, cheeks, or lips.
There are no such thing as bags under a 13 year old girl.

good cleansing system (wash, exfoliant, toner and moisturizer) is very important. At your age i would keep it simple you dont want to look like a little girl trying to look older. light color eye shadow's with some mascara and a light lip gloss
