Saturn horn keeps going off?

Question

I have a 1996 Saturn. The horn keeps going off, like somone is holding down to button, but no one is touching it. The only way to turn it off is to unplug the horn.

Is there a way to fix it?

The horn works on a grounding circuit, therefore there must be a chafed wire between the horn button & the relay.
