no. because russia (actually the solviet union) had backed out of the war in (1917) before the war officially ended, the allies left them out of events. Hope this helps.

Because Russia had decided to sign a separate peace treaty with Germany at Brest-Litovsk on March 3, 1918 there were left out of the negotiations at the Munich Conference after world war 1.

Well it would appear that both you and Bush show a real lack of understanding of Chamberlain. What would you have had Chamberlain do? Declare war on Germany (and so Russia as well) when Germany had a two year headstart on Britain in terms of militarization? Chamberlain bought Britain time and then immediately initiated an aggresive policy of militarization. Blowing our enemies of the face of the Earth is not the only option and should NEVER be the first option. You should also not confuse communication with appeasement. Nobody is suggesting Obama will not possess a stick along with a carrot - but to demand a reasonable outcome of negotiations as a pre-requisite of negotiations is to doom them to failure. The clumsy heavy-handed approach to foreign relations is not a role model for future presidents and to set emulating it as a criteria for the presidency is to doom the US to a more and more isolated role in the world. Your last sentence demonstrates this inability to see the world in its true sense. Sometimes discretion is the better part of valor.
