Is water is used as a dilutant it doesn't have a concentration. It is the host media.

I guess someday someone may ask you to prepare a 0.1 M H2O solution in acetic acid, but I doubt it. It's must more likely some will ask you to prepare a 0.1M acetic acid solution in water!
