Or can just anyone get a .edu domain name?

You have to be a school or institute of learning to register a .edu domain name.

.Edu is always awesome. SEO experts will die to get a .edu domain. If you are an Indian try, http://www.registry.ernet.in/Registration_Process.asp

Supposed to be reserved for educational institutions (not necessarily government-run) like universities, private schools, etc. Like, School of the Baking of Apple Pies might be ApplePie.edu
