I am a life member of the Veteran's of Foreign Wars Auxiliary. There is a ceremony that is done to properly dispose of the flag by burning. It is very respectful and people are normally welcome to bring flags to the local VFW in their community and the Post representatives will dispose of the flag, usually with several others at the same time in this ceremonial way. You can contact any member of the VFW and ask if they offer this service. Most of the Posts that I know of participate in this community service.

Many Boy Scout units do flag retirement ceremonies as a way of teaching flag etiquette. They burn worn-out flags as a part of a respectful ceremony.

I remember we did this once in girl scouts . . . there was a burning ceremony, where we cut the stripes off and burned them one by one, saying something in between (maybe the name of the original colony it represented?), and then burned the stars. It was an old tattered flag that needed to be replaced.

If you drop it on the ground, you are technically supposed to burn it. You're not supposed to burn a clean flag.
