for the behavioral, the government can make programs that teaches people not to marry too early and have children quick. one of this cause is that most of the time the woman doesn't go into the working world. If she does, the pecentage of birth will decrease. So the government has to talk to the people.
For the societal, the government must try and work out the issues and conflicts it has with other countries, by compromising and solving the problem between them.
2nd question:
actually, I don't think there are any agencies that are non-governmental that are working to solve these issues.
If there is; which i think there isn't, i dont know them.
