Unless you already have a job lined up in the Seattle area, or another pressing reason to live within the Seattle metro area, I would recommend a small city about 90 minutes north of Seattle.

Bellingham, Wa. is a small city of about 100,000 population located 75 miles north of Seattle, 20 miles south of the US/CAN border, and 55 miles south of Vancouver, B.C. Besides having all the amenities itself ... shopping, cultural events, museums, etc. ... it is only a short drive on the freeway to Seattle or Vancouver.

Bellingham is large enough to offer great schools, including colleges, and employment opportunities but also small enough that commuting is fast and easy.
