use recorded international delivery. Then it will be guarenteed delivery and be signed for. I have found that to be fairly safe.

UPS or FedEx, whichever works best for the receiver. We FedEx'ed a credit card from the UK on a Friday with next day (Saturday) am delivery in the US and it worked perfectly. My mother had left her credit cards in the UK and she wanted it before we headed off to visit national parks (3600 miles in 9 days).
For me FedEx works best, their office hours are more convenient and they will have a failed delivery available for pickup that evening whereas UPS will only do the same by special arrangement. I'm two miles from Oakland airport which is a Bay Area hub for both of them, so it's not like they have to find me in the boonies though.

I'd UPS or FedEx it.
The US Postal Service has a tracking system you can pay extra for, but it only works inside the US (I've used it for EBay shipments). UPS and FedEx have the same thing, and maybe you don't even have to pay extra...but you can use it to check on the internet where your item is.
