Depends on what kind of illegal content you are speaking of.

For child exploitation(porn) you can report it at http://www.asacp.org

They are pretty good at following up.

For anything else, you are going to have to search for a place to report it.

Depends on what it is.
I would say in most cases you could call your local police department, show them the information on the computer, and let them handle it from there.
