This site might help you out, http://www.dot.state.co.us/ it is the Colo. Dept. of Transportation. We use it whenever we travel. You might be able to write to someone there and get that info. Hope this helps.

Independence Pass is generally open from Memorial Day until snow falls in earnest, usually in late October to early November. The snowfall and steep, winding nature of the road make it unsafe for travel during winter months.

To check the current road status of State Highway 82 through Independence Pass, visit the Colorado Department of Transportation's Web site at www.cotrip.org and follow the link from traveler information to road and weather conditions. Select statewide conditions and scroll down to conditions for CO 82.

It's usually open by Memorial Day, more or less. Check the link above before you try to go over ANY of the high mountain passes in Colorado.
