I don't know how big and/or sturdy you need it, but I made good sized ones for a Halloween costume from tan construction paper. Simply take a circle of paper, and fold in half WITHOUT creasing. You should have a taco shape. Then, bend the taco in half so the ends touch. Staple it. Ta-da - fortune cookie. HTH

sculptor it out with paper and wire then go over it with spackle and a little plaster mixed in to help it dry faster and then spary paint it
