'Little Red Riding Hood' IS her name, even if it's very long. It's a descriptive name, like 'Snowwhite', 'Sleeping Beauty', 'Sitting Bull' or 'Dances With Wolves' . The reason it's four words instead of just one, is because it's translated from the german name, 'Rotkäppchen'. In german, words can be assembled into one word (compounded) more easily. Most fairy tale names in german are one word, so they seem more like a normal name - just like 'Snowwhite' in English.
Explanation of the word Rotkäppchen: Rot = red , Kappe = (riding) hood, and Käppchen is the diminutive. So it's like Red-Hoodlet. Which sounds awful, so it's become Little Red Riding Hood. (Other names, like Cinderella, are really also translated, but more freely, and with more inspiration to come up with a well-sounding name).

Why german? The fairytale itself may have existed also in England, but this one, like many others, has primarily survived through the works of the Grimm brothers. These 19th century german writers made a huge and famous collection of fairytales by interviewing ppl and writing down the stories that had been so far only been told, never written.

As it turns out, many variations of the same story themes have been circulating in all of Europe. But the versions the Grimm brothers laid down have pretty much become the standard fairytales we all know.
