I was doing programming in foxpro,clipper,Oracle from 1991-1998. I have done diploma in computer technology Eng.. Now I want to back in IT field. Can somebody advice me what to do first ?

Good luck, nobody is going to want you if you have no current experience. Alot of people put fake experience and hope they don't get called on it. Some people are just good at bull.... and can charm their way into a job. Ever wonder why there are so many off the boat types (who can barely communicate) with good programming jobs, alot of foreign types have networks of associates that will reference for them and validate fake experience so they can get in the door, then bravado their way through the first few months hoping to get enough experience to keep going, they also use these associates to back them up when they don't understand something. If you want to try some of that you may get somewhere otherwise your best bet is to know somebody. I've been out for 5 years after 15 years of experience at some very good companies, and you cannot tell the truth to these people, they will write you off instantly.
On a more positive note, keep your skills current through courses and practice, network with as many and varied people as possible, see if you do know somebody who can get you in somewhere, try to talk to the person who actually has the authority to hire you, as the more headhunters, interviewers, phone answerers, screeners and secretaries you have to go through, the more likely it will be to get a no in the process, these people's only power is to say no, otherwise they are just passing you up to the next level. Persevere.
