It is unlikely that the president will need to go to the DMV. For as long as he's the president, he'll have access to a vehicle WITH a driver, for sure.

The governor probably has to go to the DMV, but since (s)he's the chief executive officer of the state, I doubt they'd make her/him wait as long as they do you and I.
