The battery needs to power an oscillator that is running at radio frequencies. Several different configurations are available including Colpitts, Hartley and Armstrong. The output of the oscillator needs to be connected to an antenna to propagate the radio waves. See link below for an example circuit.

Changing electrical current causes electro-magnetic waves. EM waves include radio, TV, radar, and so on waves.
So to make your battery send radio waves, simply make and break a closed circuit fed by the battery. Each time you start and stop the current, by closing and opening the circuit, it will send out a "radio" wave. You can receive that wave by using an AM radio that is not tuned to a specific station.
In which case, there should be background static. Each time you open and close the battery fed circuit and it's close to the receiver, you should hear a snap on the radio. That snap, is the radio wave created by changing the current flow (starting and stopping) over your closed, battery fed circuit.
Radio transmitters do the same thing...they change the current flow in their transmitting antennas. But usually the current is alternating carrier wave current with signal variations added on top of the carrier wave current. And, of course, batteries are not the main source of that current.
Handheld transmitters do use batteries. But in this case, the battery current, which is direct current, is changed to RF (radio frequency) alternating current and your voice signals are superimposed over the RF carrier wave.

Battery power is direct current (dc) whereas electricity is alternating current (ac). In either case an electromagnetic field would need to be generated and a way to change the radiated waves amplitude or frequency. Be careful because you might create any variety of wave in the electromagnetic spectrum such as gamma rays or super high frequencies that can actually cause death. In addition, the wavelength determines what you will get. For example, radios and microwaves manipulate electromagnetic radiation by wavelenght. I advise that you do some research if you are serious otherwise you could possibly harm your self or others. You are messing with the source of gamma and x-ray radiation -electromagnetic fields and consequential radiation produced by these fields.
