If you've changed the flint, and refilled it, I'm afraid the only option you have is to return it:( If it hasn't worked good since you first got it, it is probably a manufacturing flaw. You might just be able to find their website and contact customer service and explain your problem and maybe they have a trouble shooting guide~
Good Luck!!

I have found that if you try to light a Zippo several times when it is low on fuel that flint dust builds up on the wick stopping the spark from igniting the wick. I just pulled the wick up to expose a clean portion then snipped off the old part. I also find that when a Zippo runs low on fuel and you keep using it and the flame is low that this also dose something to the wick. I use the above procedure to resolve this problem.

Remove the innards from the case. Take out the flint screw and remove the thick packing on top. With tweezers, pull all the cotton packing out. Reinstall the cotton a little at a time, making sure the wick is centered on the lighter case. This will loosen up the packing so the fluid saturates the cotton and wick when filled. Reinstall the thick packing and the flint screw. Lift up the thick packing and fill with fluid. Put back in outer case and it should work for you.

If you've got too much fluid in it, the thumbwheel will get too 'wet' and slick, and won't spark with the flint, if you think you've overfilled it.
Take the case apart, and leave the cotton exposed to the air for a few days to let some of the fluid dry up.
Then, put it back together and try it.
If it still doesn't work, find a cigar shop in your area and take it to them--it's probably a simple fix..

You could try cleaning the wick or cutting off any burnt end that may be. You can also try removing the wadding and repacking it around the lower end of the wick better to increase fluid transfer.
