It depends. You may be able to control it in the BIOS of your computer. Go into the BIOS and see if there's a setting. It may be able to be set to variable (depending on heat) while right now it may be set on high.
Unlike what the previous poster said.. 35-40C is an excellent temp for most processors. Keeping it there would be good. So don't force the fan to slow... only change its speed setting if it has the ability to speed up by itself, when it gets hot.
If this is a Case fan... and it's reading your case temp as that high, you have problems ;)

It might not be a good idea to slow it down if it is actually trying to do it's job. Make sure it's clean. Sometimes build up on the blades will cause it to become noisy and less efficient. That may be why it is running faster too.
The alternative would be to replace it with a high quality fan that is quiet.

if the fan is spinning fast and too noisy, i will recommend a liquid cooling system, check your nearby computer accessories shop. Kindly note that the liquid cooling system is not suitable for computer newbies as skills are needed for installation. Seek advise from the shop selling these system.

uh..it's spinning that fast b/c your CPU is at 35-40 degrees celsius..
you can get better cooling for your PC, or get a quieter fan...
You probably dont want want to slow your fan down though, since that'll just heat up the CPU thus affecting the life of your CPU..

Before you consider slowing your fan speed, look into the max temp your computer can handle before breakdown. It's already pretty warm, and without those fans at that speed, you may see a drastic, performance affecting, change in temp.

If the fan is making noise, that's because it is rubbing against something or the bearing are going out. Either way, it's actually running slower than it should.
If the fan is making noise, it's time to replace it.

THE SPEED OF THE FAN INCREASES AS CPU HEAT INCREASES ,SO IT IS PROBABLY NOT A GOOD IDEA TO REDUCE THE SPEED OF THE CPU FAN SINCE IT DOES A GOOD DEAL OF COOLING FOR YOUR CPU .
AS FOR THE SOUND GENERATED BY THE FAN I THINK ITS PROBABLY THE CABLE CONNECTIONS FROM THE HARDDISK OR FLOPPY DISK THAT IS COMING IN BETWEEN THE CPU FAN WHICH IS CAUSING THE UNUSUAL SOUND .
REPLACE YOUR FAN IF YOU CENT PERCENT THINK THERE IS A PROBLEM.

Replace the heatsink. trust me, it has malfunctioned and the fan can't cool off the processor properly. i have replaced many of these at my job and it fixes the noise problem every time
