you don't say what it's in. so assuming it's not stuck due to being bent. Pull the valve cover and spray some pb blaster on the valve thats stuck. let it sit a bit then tap on it lightly and try to get it to close or open. once this happens spray it down a little more and then have someone crank the engine while you watch to make sure it's working right. if so put it all back together. and start it up.

dont know if this will help, but i had a similar problem back in the 70's. i drained all the oil out of the crank case and replaced with 3 quarts of kerosene. started the engine, and let run for a short time, (no more than a few minutes) drain kerosene out of crankcase and refill with proper engine oil-(do not overfill) , depending on whether the valve is fouled with dirt or sludge, this might do it.

theres an olde fix take out the spark plugsone by one and squirt oil into the top of the cylinders now after that put a rachet on the harmonic balancer and rotate the engine by hand after a few turns try to start the engine ,, another way is to bump the engine by crossing the starter posts with a screw driver to rotate the motor around good luck

where is this stuck valve? in car engine? if so change your oil and add a can of RESLOINE to it(in place of 1qt of oil) the resloine will clean the upper valve train and will usuall free up valves. if dont work try MARVEL MYSTERY OIL.

Valves can only get stuck open.

So, short of removing the head and hitting it with a hammer, NOTHING.

ADDED:
If they got stuck closed, you'd bend a push rod, break a rocker, collapse a lifter, or bend a camshaft.

The only quick fix for that is an additive. Read the label or ask the parts store. Put it in and cross your fingers. Good luck.
