"as a chef" this is distasteful to me. if you cannot afford to tip don't go out and do not fault the server for the failures of the kitchen. judge the server based on the level of SERVICE, complain to the maitre d or the manager about the food. some people have so little power in life that when they go to a restaurant they take fuyll advantage of this as an opportunity to be mean and vengeful of their day.

... on the other hand, I've been in restaurants tons of times when the waiter wasn't paying attention when I said that I am allergic to tomatos, could they please leave them off? It's not always the kitchen's fault, because if the kitchen didn't know, then certainly they'll make whatever is standard. Or my boyfriend will order Johnny Walker Black on the rocks, and half an hour later it appears, watered down because it sat on the bar too long because the server forgot... for the second time that meal. I ALWAYS tip minimum 10% EVEN if the service was poor - 20% if I'm a regular or the service was exceptional.
Tipping also depends on where you are. I went to Canada last summer, and was told never to tip more than 10% because the servers made much more than they do in the states.
I work at Starbucks - we make tips too, just differently. I've seen people tip a dollar for their black coffee and I've seen people order ten drinks with a slieu of customizations and not leave us a dime. I've seen tips ranging from 0% to 500% (There's a regular who leaves us six dollars every night for his drink).
Tipping is just one of those things... some people are courteous, some are not. Awful isn't it? But that's life. No one is ever required to tip at all. Glad to see you blowing off your steam on yahoo rather than dumping a glass of wine down someone's pants though.

Fair or not, right or wrong, tips *are* based largely on the service but not solely. When dining, I ask my companions (and myself) 1) How was your food, 2) how was the service. A negative for either warrants a "deduction" from whatever I might otherwise have considered. Forgetting my special-order beverage gets you no tip whatsoever.
Advice: don't become a school teacher, a cop, or a worker in a restaurant unless you can successfully manage a thankless job.

I am English and the English do not really tip very much and never have done.
In many restaurants, the prices are high enough to be able to pay waiters etc enough!

Some people are just "CHEAP" and some get a kick out browbeating someone they feel is beneath them. Some feel they cannot afford it, but I maintain that if you can afford to go out to eat, you can afford to TIP ! ! ! !
