Husband and I don't have the money to take other parent to court for neglect, is there lawyers or gov. assistance that can help us fight her for full custody?

you didn't say what the "neglect" consisted of; however, if you think a child is being neglected or abused, you can call social services. they set up interviews with the child (at school sometimes) and do an investigation. YOU will not be mentioned as the person who made the report.
