As noted, true insects have only six legs.
However, deformities do occur.
So I figure we're talking about an insect with it's unborn twin partially protruding from its thorax, like in the carnival freakshows.
Or some horrible mutation brought on by rampant unregulated pollution.
(You know, Bush has been in the White House for six years now....)

Now that sounds like a completely made-up leg-count. Since 62.5% of quoted statistics are made up I am not sure I would believe you when you say that.
