Being in the WTO doesn't necessary mean that the import tax for cars have to be lowered. At the end, it is the consumer who pays the high price to make commercial sense for car importers. The reasons for Singapore to impose a high import tax on cars are as follows:

1) A great way for Singapore government to recognise extra state income
2) And at the same time, discourage commuters from owning cars that jams up the highways and channeling more commuters to public transport.
