Poverty reduction must be done by creating proper incentives for domestic investment.

Resource management is not one of these --- generally speaking, "resource rich" countries tend to be somewhat poor.

The cold fact is that there is no special relationship between resiource management and poverty reduction.
Poverty however indicates that human resources are being wasted for want of capital and knowledge resouces. Remove all barriers on flow of such resources from any where in the World and stop thinking of immaginary fears of foreign exploitation, imperialism, national sovereinghty, you will solve the problem of poverty. Do not let Govt. do anything in the name of removing poverty. It will waste resouces and prolong poverty in its own interest.

None whatsoever. Countries that were most successful in reducing poverty did so with very little dependence on natural resources; they reduced poverty by building and expanding export-oriented labor-intensive industries. This said, there is one very specific kind of "resource management" they all had to implement: institutions effectively protecting property rights...
