When a mechanic says I need my brakes replaced does that mean just the brake pads or could it mean other parts I need replaced as well? How do you know when you need rotors replaced?

Usually just the pads are replaced. Rotors will need to be turned if they are not replace. The rotors are checked for thickness and to make sure there are no deep grooves. They will be turned to the lowest point that is worn on it.

There's not an easy "one size fit's all" answer to this question.

Depending on the type of driving, the area you live in (dirt, rain, snow, sand?) and type of terrain(hills, flat land).

The only way to determine the extent of brake wear is to visualy look at the rotor.
However, rotors SHOULD last twice as long as one set of brake pads.
In other words, rotors need replaceing every other brake job.

ADDED:
One more thing.
Tell them before hand that you want to see the old parts.
That way, you are less likely to get "ripped off".

it is a good practice to have the rotors at least machined every time you get new pads installed. This ensures that there will be less chance of premature wear on the new pads. Rotors will need to be replaced when the thickness is under what factory specs call for. Rotors in obvious need of replacement include warped, cracked, pitted, etc.
