A chemist is a scientist for sure, they follow scientific law and the periodic table. They also use scientific method to test a hypothesis. They work at both a molecular and atomic level to create new compounds, not only that but Chemistry itself is a form of science. Macro-economists have to use probability and statistics more than any science, but since it is form of study and theory formulation it could be considered a science. Think of Macro-economy like psychohistory in Issac Asimov's Foundation series, while it uses mathematics it is really a scientific investigation/knowledge gathering tool on the workings of a large mass functioning as a whole.

Both Chemistry and Economics are sciences amd there are mixtures and substances and formulas and equations,
. Therefore both macroeconomists and Chemists are called scientists.

Because they study the natiral phenomena and do it in a quantitative fashion.
