Like, is it better to put the pieces on the c3 and c7, or c3 and g7?

The dots are called stars or handicap positions. They are strategic positions on the board and when black has handicap points they are played in these positions.
When you start a game, start by attacking the corners by playing two san-san (3-3 positions) and then connecting them in the middle.
