I assume you mean:
23 percent of seniors failed the test (pre-calculus)
1138 students failed the test

You need to make an assumption that ONLY seniors took the test!

If that was the case, then
1138 = (0.23)*(number of seniors)

Number of seniors = 1138 / 0.23 = 4947.8 ... which is not an integer. Allowing for round off error, the number of seniors could be anywhere from 4845 (23.49 percent) to 5055 (22.51 percent)
