I had a high school GPA of somewhere between 3.8 and 4.0. My SAT scores (the old SAT) were: Verbal: 620, Math: 670
My first year of college I will have either a 4.0 or a 3.9 (the semester is not over yet). Do I have a chance to get into the Lehigh University Engineering program?

Lehigh is a good school. You have a very good chance of getting in there. You should shoot for a couple of schools that are ranked higher than Lehigh -- because I believe that you can do better.

If you can bring your SAT scores up another 100 points or so, you have a shot at the schools at the very top.

Email one of the professors. If they don't answer, email another. But make the email two-sided. Don't just say, "I want to come here: here are my stats." Explain that you are applying as a transfer student and you'd like to know if the department accepts transfer students--and if they know what types of grades and scores they look for. But show genuine interest in the program by asking a question such as, "What can you tell me about your program that makes a Lehigh engineering education unique?"
Make the email as short as possible. Professors are busy!
