Take one glass panel, put some droplets of water on it, and place another glass panel on it. The two panels will stick together and it is almost impossible to pry them apart. What is the scientific explanation for the situation ?

It's called surface tension. See the first reference for some explanations. See the second for course notes so you can do the math to calculate its strength.

Non-porous materials create a vacuum between them. When water gets applied that vacuum is replaced. Air can be compressed allowing you to pull the two pieces of glass apart, but a liquid cannot be compressed (hydraulics) and that is why it is harder to pull the to pieces of glass apart once a liquid replaces the air.
