Every municipality of a certain country must have a mayor, and no 2 municipalities may have the same mayor. Some mayors do not reside in the municipalities they govern. A law is passed compelling nonresident mayors to reside by themselves in a certain special area A. There are so many nonresdient mayors that A is proclaimed a municipality. Where shall the majoy of A reside?

In A, because either he lives in A or he doesn't. If he does, then he lives in A. If he doesn't then he is forced to move to A because of the law that says that nonresident mayors have to live in A.

Your second sentence: "Some mayors do not reside in the municipality they govern." does not prohibit mayors to live in municipality they govern. Therefore mayor of A may live within A. If he wants to live outside A, he will be compelled as a nonresident mayor to live in A.
Therefore mayor of A must live within A.

She can't be a non-resident mayor (as she'd have to both live in A and not live in A).

Therefore, she must be a resident mayor, which means she must live in A.
