It seems to me that putting the words 'Black Heritage' on stamps of great black Americans somehow implies that their achievements alone would not have merited a stamp. Would it be better just to honour them normally and treat it like any other stamp?

As long as they make some that say "White Heritage" next everything will be okay. But since that's racist they won't do it. You therefore make a very valid point.
