it depends what windows version you're using.

1) find a file (search for it with F3 function key) in your windows called SHELLICONCACHE - if you find it, delete it, restart your computer.

2) download TWEAKUI from Microsofts "PowerToys" website here http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx
it has the ability to rebuild icons too. Be warned, those "PowerToys" give you access to a lot of windows internal settings and features that are generally hidden from the normal user - intentionally! as it can do some damage, if used improperly.

You might have accidently turned off the icons. Right click on the Desktop and select Properties. In the Menu select "Arrange By", and near the bottom of the list that appears is a "Show Desktop Icons" option. Make sure that is checked.

fallow up these step it might be fix it :

1) press ALT + CTRL + DEL
2) select new task (or press N)
3) press browse
4)go to C: > windows
5)finde Explorer
6)press OK
