having a tank roughly 45 gallons, knowing your fish are going to grow to the size of 8 inches 5 or less is is a good number to keep from outgrowing your tank. The one inch rule is useless as well as many other theories. 5 fancy's or less can live healthy happy lives provided routine maintenance and water quality remain in line.
Dissolved oxygen is going to be your friend here. Be sure your filtration and perhaps a power head added will help with the dissolved oxygen.

Gold Fish are considered to be a "Dirty" Fish. They crap alot and therefore require alot of room compared to other fish.
They need 20 gal for the first fish, and 10 gal for each additional fish.
SO, by my math you could have (180/4=45 gal. 40-20=20, 20/10=2)
I'd say you could potentially hold up to 3 Goldfish in your tank. I'd probably leave that down a fish, and try for 2 for now. See how the environ is, and how hard it is to maintain. If it's easy enough, you could get 4 if you wanted.
Gold Fish grow to an average size of about 8-16 inches long.

If I'm doing the conversions from metric right, (NOT lol) you should be able to keep 4 or 5 Fancy's with no problems.
Just keep in mind that you have to keep up on your maintenance and water changes with Gold Fish, and the 1 to 1 rule doesn't apply with them because they produce so much waist it is actually 1 fish per 10(4 liters) gallons of water.

It all depends on their size, as well as how much this tank is oxygenated and filtered.
Typically with fish, professionals advise by the inches of fish that you have in a tank etc. So, not knowing your fish size, this is hard to answer. You can have more smaller fish, than larger ones, but you'll need to prepare for restocking elsewhere as they grow.

You're looking at about 40 gallons there then ... I would put no more than 15 in there (Bearing in mind they can grow to 8-12" depending on what you're thinking of putting in there
