say if a Local council carries out a project and accidentally harms the environment, can the Environment Protection Authority issue any fines or anything? or Only to the individual person that was responsible?

The EPA is part of the Federal Government and can levy fines against individuals, companies and even local government agencies.

EPA can fine anyone, but they normally don't because it becomes easier to work things out. Recently they fined the US Department of Energy, so it does happen.

yep... the country will get the bill. If the decision maker is maliciously intending to break the law, criminal charges could be filed.
