not sure what the cost of living is for each year since 1997. but i do know that its usually around a 2% increase.

Where are you from?
The cost of living depends on the country and sometimes on the region where you live. If you are in Angola, for instance, I would say that the increase on the cost of living would be something around 200% or more, if you are in US I would guess 2.5%/year.
Did you try to go to the Statistics office website of your coutnry? Usually hte have this data series published.
