Find (or make) a recording of someone dropping pots and pans down the stairs of the Washington Monument, then get some good directional speakers and aim them at the construction site. Then turn it up.

i dont stay home much till its night time.

yes, it is a pain, but as long as they follow noise ordanances, should not be too much of a problem...
