There are various bulletin boards that are frequented by by the scientific community. Look up the topic you want to post on and you may have to become a member. Remember, these are professionals and they won't put up with rantings. You'll need to have some mathematical background to your thoughts and not just far out ideas.

If you mean be recognised serioulsy by the scientific community then you will need to be published in peer reviewed journals. There are moves to make some of these free, but co-ordination of the peer review process does have to be resourced. Peer review is the central pillar of the scientific process, and you will not be recognised without it.

if you have a talent for writing, say if your scientific comment has something to do with astronomy, write to Sky and Telescope. If your comment is worth being heard, maybe they will publish it. Good luck. And they will probably pay you for it.

You could try "discovery.ca" there forums there cover a wide range of topics, and it is free to join the forums.

the discovery channel is the place to go for serious and hypothetical discussions on anything from science to television.
