Because there are a heck of a lot more cars in Europe.

There is a lot more cars in Europe than in Africa, roads are more crowded and Europe is a lot smaller than Africa. So many cars in a small area is bound to cause some problems.

I'm not sure if there might be any truth in that statement...
RSA has the worst drivers mainly the taxi drivers (who transport a number of 14 to 18 passengers). They drive recklessly and have raised more stats than other motorists.
During the holiday season, government ads are pumped on radio, TV and print to ask people to not drink and drive and buckle up during holiday times, even traffic officers are out full on checking high accident areas...
but believe me we aren't short on cars or new drivers everyday... (well, this is a South African viewpoint...maybe I yapped too much, i'm not sure about the rest of Africa)
