I'm 34 and a 32a, on some development scales I'm the equivalent of a 14 year old, I've never considered surgery because it's difficult for us to have a natural looking implant due to the lack of existing breast tissue, we also risk getting stretch marks. Plus I've never been keen on having to think about getting more surgery to get them changed after 15 years.
If you're worried that it's being caused by a hormonal imbalance (which is unlikely if you have regular periods), then you can always get yourself checked out by a Doctor.
I used to hate my boobs, but looking back it actual never stopped me being in long-term relationships, and I've been with my Hubby for over 10 years, and he is repulsed by big boobs and thinks mine are perfect! (I love him so much.)

Go and get fitted for a really good bra, the teenage ranges are alarmingly grown-up at the moment, and I have seen lots of lovely looking padded bras for smaller boobs.
A good quote that comes to mind is "change the things you can't accept, and accept the things you can't change".

Sometimes a woman's breasts don't develop much during puberty but she remains "flat-chested" - without any or much palpable breast tissue. Typically, flat-chested girls do have a nipple that looks swollen or elevated, but for some reason the breasts don't grow in size at all. Flat-chested girls do get pubic hair and start menstruating just normally AND their breasts do have milk glands - it's just that the breasts don't grow in size like most girls. A flat chested woman is not abnormal in the sense that her breasts are functional and can make milk. She's also not abnormal in the sense that there are many many other women out there with a flat chest (or almost that). They typically used padded bras so you don't necessarily notice it from outside unless you know the person. It is true that a flat-chested woman's breasts did not develop as most women's, and lack the fatness, but like already noted, it is not known why this is.

firstly, are you family members like this too? your mom, sis, aunt, cousins. if so, it may be genetic. however, you can massage your breasts in circular motion. i am not sure about the details, but massaging definitely help. and it is proven that drinking milk does not help in making your boobs bigger.

Could be related to a hormone imbalance. This needs to be evaluated by your dr to figure out what could be going on.
