What is the best way to go about resolving this before I repaint?

There is a rust treatment catalyst you can buy . I know of one brand which is named rust treatment. Scrape off as much of the rust as you can and then paint it with catalyst. It turns rust into a plastic black coating. Afterward you can painted over with any thing you want. Follow all directions!

I'm wondering where the rust is coming from? If you don't find the source, cleaning it up will just be a temporary fix.If you know what it is from, first thing to try to clean it is white vinegar. Then just use a good primer. If it's a small area, use an oil based spray. Killz is a good brand. Then you can paint with any paint you want. Semi gloss or gloss is best for a bath area.

Is it a narrow(ish) strip along the edge between the reveal and the wall? If so, it will be that they have used this stuff, and the galvanizing has broken down.

Best thing to do, is take off the plaster; remove the old metal beading, put in a new pvc bead and replaster up to the edge(s). If you can't do that, try an oil-based stain stop.

hack the plaster back to the existing brickwork to find the source painting over it only hides the survice

simple ..just paint that area with an OIL BASED PAINT ..gloss paint will do ..let it dry then emulsion over it ...it will form a barrier to the rust ...on plasterwork only use galvanised nails

go to lowes & buy rust it is in a brown bottle & will take rust out of ur clothes, tile, sinks , drains & is very inexpensive then treat with it monthly also u might want to get a few absorbent dehumidifers & cell any air openings

paint over it with a oil based paint allow to dry then use bathroom or kitchen paint.
