It is no cooler than Canada, Europe or the United States. It sits on the "Tropic" of Capricorn. It should be very tropical.

Because of the Hadley circulation. Warm moist air from the equatorial regions rises, cools, and sheds rain. It then moves toward the poles, and in the vicinity of 30 degrees north and south descends, gets warmer, and loses relative humidity. Most of the world's great deserts, in either the northern or southern hemisphere, are under the downward part of the Hadley circulation.

This is because certain weather phenomena occur to create a dry climate.
A dominant high pressure (meaning it pretty much stays there for either a season or all year long) exists over Australia. It does meander a little bit from about the center of the continent to the Western Coast, but all this sinking air over Australia is helping to evaporate water and create a dry climate.
