I am in the USA and I see your question. On the Yahoo Answers home page there is a place where we can choose to see all English questions or USA questions only. The India Yahoo Answers page will probably let you choose to see only questions from India, or choose a language other than English if you prefer.

answers.yahoo.com is for the USA,
answers.yahoo.fr for france,
answers.yahoo.it for italy, and so on.
yes you would have to choose india then ask questions for them to answer there.
