a lvl 67 blaziken
a lvl 40 regirock
a lvl 40 regice
a lvl 35 ludicolo
a lvl 33 relicanth
and a lvl 23 wingul

Buy some Timer balls. After buying them, level up your team a little bit more then face Raquaza. Keep your team fighting for as long as possible without defeating him. Then if you're in battle long enough, start throwing timer balls, if you've been in battle long enough they'll have more of an effect. If you run out cross your fingers and start chucking ultra balls.
