Is a 32C size big, small, or medium?

A woman with a 32C will appear to be well endowed. 32 around the ribcage is small in comparison, and a C cup is nothing to laugh at.
Sound perfect to me, not big or medium but in between the two.
In other words..........she would look 'hot' to the average guy.

Average. The cup size of a 32C is the same cup size as a 34B, which is pretty average among women average in size.
32 is on the slim side of frames but definitely not the skinniest of them all, to the poster above me if a person is "fat" they most likely wouldn't be in a 32. Even 34 isn't that fat. It has to do with your bone structure.

a 32C, well a C compared to the 32" bust is big. all together i guess pretty average.

.No boobie jobzzzz please oh please....your boobies,cha-chas,titties are medium,it will vary from person to person the response you will get....and I read in a mag once that the average woman has a size A weather she is skinny or plump.....You just can't tell what other people have since the wonder bra ,padding and socks have been invented!...Besides people having different shaped and sized body parts is what makes it interesting,if everyone had the same boobs than we would know what everyone looked like naked ,no fun!!!Oh you know what makes any boobs even better when there is a brain or personality or a kind person or a person that's happy with who she is to go along with them.
