B is the only one that makes sense as the majority party essentially assigns committee seats.

A does not make sense as usually the Presidency is not determined by the majority party in either house of Congress. If Congress elected a Prime Minister, as some nations do, this would matter.

C. The Constitution makes no mention of political parties.

D. State politics and party platforms are usually different than national politics and party platforms. A party controlling Congress is not guaranteed to control state legislatures.

A and D have nothing to do with congressional elections, and the Constitution does not mention political parties.

C is totally wrong, that is not in the Constitution.
A is wrong, The Democrats controlled the House and Senate for many years, but the Republicans kept winning the Presidency.
I don't think there is any imperical data to support D.
I know that B is very important since the legislation starts in committees.
